UM, I WOULD LIKE TO RECOGNIZE OUR TWO LEADERS WHO LEAD OUR SCHOOL'S A CT PREP EFFORTS.
UH, THEIR DEDICATION AND HARD WORK ARE GREATLY APPRECIATED.
MS. LANITA HARRIS AND MS. SHELBY RICH SINCE 2022, WE HAVE IMPLEMENTED A CT PREPARATION FOR JUNIORS AND SENIORS DURING OUR CAP BLOCK.
THIS IS A 45 MINUTE SESSION AT THE START OF EACH SCHOOL DAY.
UM, WE TRAIN TEACHERS IN BOTH LANGUAGE ARTS, READING AND MATH AND SCIENCE TO GO OUT IN THE FALL AND WORK WITH OUR SENIORS BEFORE THEY TAKE THE A CT IN OCTOBER.
AND THEN IN THE SPRING, THEY WORK WITH OUR JUNIORS BEFORE THOSE JUNIORS TAKE THE A CT.
TWO YEARS AGO, UH, THIS FABULOUS TEACHER BESIDE ME CAME UP WITH THE IDEA OF IMPLEMENTING WHAT WE NOW CALL THE A CT AMBASSADOR PROGRAM.
SO WE REALIZED THAT WE HAD MORE CLASSES WORTH OF STUDENTS WHO NEEDED A CT PREP THAN WE HAD TEACHERS WHO WERE ABLE TO DO THAT.
AND WE REALIZED THAT WE WERE NOT UTILIZING A RESOURCE THAT WE HAD IN OUR OWN BUILDING, WHICH WERE OUR STUDENTS WHO HAD ALREADY SCORED VERY HIGHLY ON THE A CT.
WE HAD STUDENTS WHO ALREADY HAD SCORED A 35 OR A 34, UH, WHO OBVIOUSLY KNEW QUITE A BIT ABOUT THIS TEST AND THEY WOULD PROBABLY BE WILLING TO SHARE IT WITH THEIR PEERS.
SO THAT FIRST YEAR, WE CONTACTED FOUR STUDENTS WHO NOT ONLY HAD SCORED HIGHLY ON THE A CT, BUT THEY ALSO HAD THE KIND OF CHARACTER AND PERSONALITY THAT WOULD ALLOW THEM TO STAND IN FRONT OF THEIR PEERS AND TEACH THEM SOMETHING.
THOSE STUDENTS ATTENDED EVERY TRAINING MEETING THAT WE TR UM, THAT WE HELD.
THEY WERE ALWAYS PRESENT, THEY COMMUNICATED.
AND SO WE DECIDED TO TRY IT AGAIN THIS YEAR, BUT TO DOUBLE OUR NUMBER TO EIGHT.
AND THE STUDENTS IN FRONT OF YOU ARE A PART OF THAT GROUP.
THIS YEAR WE HAD, UM, WILLIAM GOODALL, JOSIAH WINSTON, LILY STAMPS, REESE BAMFORD, BRENA, GRADY DUNCAN SHARP, NEUR, AND SHABU, AND SAMUEL WILSON AS OUR A CT AMBASSADORS.
AND WE HAVE HAD WONDERFUL SUCCESS THAT WE'D LOVE TO SHARE A LITTLE BIT WITH YOU.
THE SUCCESS THAT WE HAVE HAD WITH OUR JUNIORS, WE ARE ARE VERY EXCITED ABOUT THIS SEMESTER.
OUR HIGHEST GROWTH OCCURRED IN WHAT OUR LEVEL THREE AND FOUR SESSIONS.
THE A CT, UH, GOES LEVEL ONE THROUGH FOUR.
AND THOSE JUST HAPPENED TO BE THE SECTIONS WHERE THE A CT AMBASSADORS WERE INVOLVED.
WE HAVE FOUND THAT OUR STUDENTS LISTEN TO MORE AND PROBABLY BETTER THAT WHAT THE STUDENTS SAY THAN WHAT THE TEACHERS SAY.
THESE YOUNG PEOPLE BRING FRESHNESS AND THEY BRING EXCITEMENT AND THEY BRING ENTHUSIASM.
AND THEY ARE ABLE NOT ONLY TO IMPART THE A CT KNOWLEDGE THAT THEY HAVE BASED ON THEIR HIGH SCORES, BUT THEY CAN AND HAVE SHOWN GREAT ABILITIES AS TEACHERS.
AND WE ARE HOPING TO GET SOME TEACHERS OUT OF THEM IN THE FUTURE.
I'VE HAD THE PRIVILEGE OF WATCHING SOME OF THESE YOUNG PEOPLE WORK WITH THEIR A CT GROUPS AND IT IS INSPIRING TO ME EVERY TIME.
THESE ARE NOT JUST YOUNG PEOPLE WHO ARE SMART.
THESE ARE YOUNG PEOPLE WHO ARE ENGAGED, WHO ARE CONCERNED, WHO ARE VERY CHARISMATIC AND SERVE AS MODELS FOR THEIR CLASSMATES.
THAT IS NOT AN EASY PLACE FOR A YOUNG PERSON TO BE STANDING IN FRONT OF HIS OR HER PEERS.
AND THESE EIGHT YOUNG PEOPLE HAVE DONE IT EXCEPTIONALLY THROUGHOUT THIS YEAR, AND WE ARE ENDLESSLY PROUD OF THEM.
WE HAVE HAD STUDENTS WHO HAVE GONE FROM SCORES OF 15 AND 18 TO SCORES OF 22, 23, 24, AND A LOT OF THAT IS DUE TO THESE YOUNG PEOPLE THAT GIVES OPTIONS.
AND THAT'S WHAT WE SAY AT WILSON CENTRAL, THAT EVERY STUDENT IS NOT HEADED FOR A FOUR YEAR COLLEGE DEGREE, BUT EVERY STUDENT NEEDS SOMETHING BEYOND HIGH SCHOOL.
AND THE A CT IS GOING TO GIVE THOSE YOUNG PEOPLE OPTIONS THAT THEY OTHERWISE YOU ALL KNOW WOULD NOT HAVE.
AND THESE YOUNG PEOPLE HAVE BEEN INSTRUMENTAL IN GETTING THAT MESSAGE TO OUR STUDENTS.

IT IS MY DISTINCT PRIVILEGE TO INTRODUCE THE RECIPIENT OF THE TENNESSEE MUSIC EDUCATION ASSOCIATIONS OUTSTANDING HIGH SCHOOL MUSIC EDUCATOR OF THE YEAR.
THE CRITERIA FOR THIS AWARD ARE RIGOROUS, REQUIRING OVER A DECADE OF PROVEN EXCELLENCE AND A PROFOUND IMPACT ON THE COMMUNITY.
BEN HAS SPENT HIS 14 YEAR CAREER DOING EXACTLY THAT.

BEN'S VISION FOR HIS STUDENTS EXTENDS FAR BEYOND THE CONCERT HALL BY ORGANIZING TRIPS FROM WASHINGTON DC TO SAN ANTONIO.
HE HAS TAUGHT HIS STUDENTS THAT MUSIC IS A PASSPORT TO THE WORLD.
HIS INFLUENCE ON TENNESSEE MUSIC IS IMMENSE.
BEN SERVES AS THE ALLSTATE INSTRUMENTAL CHAIR FOR TMEA AND THE MID-STATE AUDITIONS CHAIR FOR M-T-S-B-O-A AS A PUBLISHED COMPOSER AND A PERFORMER FOR THE NASHVILLE WIND SYMPHONY.
HE'S THE ULTIMATE CITIZEN MUSICIAN FOR HIS STUDENTS TO EMULATE WHEN HE ISN'T ON THE PODIUM, BEN IS A FIXTURE IN THE WILSON COUNTY COMMUNITY, WHETHER HE'S GOLFING, KAYAKING, OR AT HOME WITH HIS WIFE LIZ AND THEIR DOG'S PUMPKIN.

UM, I KNOW MANY OF YOU MAY KNOW THAT, BUT JUST IN CASE I WANNA FILL IN THAT GAP, UH, KNOWLEDGE GAP AND MAKE SURE WE ALL ARE ON THE SAME PAGE.
AND THEN TALK ABOUT SOME OF THE PROGRAM COMPONENTS SPEC SPECIFIC TO TEACH WILSON COUNTY.
AND THEN FINALLY, WHY DOES IT MATTER? AND I THINK WE'VE ALL SEEN TONIGHT WITH THE SLEW OF GREAT ACCOMPLISHMENTS THAT OUR STUDENTS ARE HAVING AND THE TEACHERS THAT ARE PUTTING IN THOSE HARD, YOU KNOW, HARD, UH, YOU KNOW, WORKING AFTER HOURS AND WORKING WITH OUR STUDENTS TO MAKE SURE THAT THEY SUCCEED.
UM, SO BEFORE I GET INTO THAT EVEN FURTHER, I, I WANT OUR BOARD, I KNOW WE'RE COMPOSED OF PEOPLE WITH VARIOUS BACKGROUNDS, BUT THINK ABOUT A TIME, UM, YOU MAY HAVE STARTED A NEW JOB.
UM, EDUCATION IS A SECOND CAREER FOR ME.
SO I'VE BEEN IN EDUCATION FOR 15 YEARS.
PRIOR TO THAT, I DID WORK IN, IN A DIFFERENT FIELD.
AND I STARTED THINKING BACK TO WHAT WAS THE PREPARATION THAT I HAD BEFORE I WENT INTO A DIFFERENT JOB.
AND I SPENT A MONTH OF PRETTY INTENSIVE TRAINING AND ROTATING THROUGH DIFFERENT JOBS BEFORE I ACTUALLY SAT AT MY DESK TO, TO PERFORM MY JOB AS A BANKER.
UM, SO I THINK BACK TO ALL OF THAT.
AND I THINK IN EDUCATION, WHAT IS OUR TRAINING MODEL? WELL, OUR TRAINING MODEL FOR EDUCATION IS WE GO TO SCHOOL TO BE TEACHERS, AND THEN WHEN WE GET OUT OF OUT OF SCHOOL, WE GO INTO THE CLASSROOM AND WE ARE AS PREPARED AS WE CAN BE, AND WE DO THE BEST JOB THAT WE CAN DO.
UM, HOWEVER, THERE'S BEEN A TREND, A CHANGING A CHANGE IN THE TREND THAT MORE AND MORE TEACHERS ARE COMING TO EDUCATION AND ALTERNATE PATHWAYS.
SO WE'RE NOT GOING STRAIGHT TO COLLEGE AFTER HIGH SCHOOL AND THEN GOING INTO THE CLASSROOM, BUT WE ARE GOING MAYBE INDUSTRY AND THEN, YOU KNOW, WORKING A WHILE AND THEN COMING INTO EDUCATION.
AND WE DON'T RECEIVE THAT FORMAL TRAINING THAT MAYBE SOME OF OUR COLLEAGUES AND PEERS HAD RECEIVED IN THE PAST.
SO IN WILSON COUNTY, WE HAVE ABOUT 1800 CERTIFIED EMPLOYEES AND 15% OF THOSE, UM, CERTIFIED TEACHERS ARE, HAVE AN ALTERNATE PATHWAY THAT THEY ENTERED INTO EDUCATION.
SO JUST TO KIND OF SET THE BACKDROP ON THAT, UM, SO GOING BACK TO IN THE, MAKING THE, THE, UM, WHAT, WHAT STIRRED THIS SENSE OF, HEY, WE NEED OUR OWN PATHWAY TO ED, YOU KNOW, EDUCATE AND PREPARE OUR TEACHERS.
UM, MS. HOLMAN, WHEN SHE BECAME THE, UH, CTE SUPERVISOR, SHE KNEW THAT SHE HAD SOME CHALLENGES AHEAD OF HER.
AND SOME OF THOSE CHALLENGES, UM, WOULD BE FINDING AND KEEPING GREAT TEACHERS.
UM, IT'S REALLY HARD TO, WE, WE TRY TO MAKE IT AS ATTRACTIVE AS CAN BE.
SOMETIMES OUR TEACHER, OUR INDUSTRY PROFESSIONALS, THEY MAY TAKE A PAY CUT TO COME AND TEACH OUR STUDENTS.
UM, SO WE TRY TO SUPPORT THEM THE BEST THAT WE CAN.
SO WHEN MS. HOLMAN CAME IN AND SAW SOME OF THE CHALLENGES SHE FACED, UH, WE HAD ABOUT A 27% CTE TEACHER TURNOVER RATE.
SO YEAR OVER YEAR, THOSE CT E TEACHERS, MAYBE THEY COME IN, MAYBE THEY FIND OUT LIKE, OH, MAYBE I'M NOT CUT OUT FOR THIS OR I CAN'T, UH, SUSTAIN THIS PAY CUT THAT I MAY HAVE TAKEN.
SO THAT TURNOVER RATE WAS PRETTY, UM, PRETTY HIGH.
BUT, UM, RUTHFORD COUNTY SCHOOLS, THEY OPERATE IN EPP, UM, THEY HAVE ADDED ADDITIONAL ENDORSEMENT AREAS TO THEIR EPP.
THEIRS IS THE LONGEST RUNNING IN THE STATE, MAYBE FIVE YEARS.
I'VE CLOSE A LITTLE OVER FIVE YEARS THAT THEY'VE HAD THEIRS UP AND RUNNING.
BUT THEY WOULD ACCEPT OUR CANDIDATES AT ONE POINT, WILSON COUNTY TEACHERS.
BUT THEY DID HAVE TO, TO CUT THAT OFF BECAUSE THEY HAD SO MANY OF THEIR OWN TEACHERS THAT THEY WERE TRYING TO SUPPORT AND, UM, AND RETAIN.
AND THEN FINALLY SHE REALIZED THAT, UM, OUR TEACHERS NEEDED PRETTY INTENSIVE INSTRUCTIONAL SUPPORT.
THEY COME TO US AGAIN, AN ALTERNATIVE PATHWAY.
THEY HAVE HAD NO FORMAL TRAINING.
WHAT ARE STANDARDS? WHAT ARE LESSON OBJECTIVES? HOW DO I, HOW DO I TEACH A CLASS? HOW DO I, YOU KNOW, MAINTAIN THAT CLASSROOM MANAGEMENT WHEN I HAVE 39TH GRADERS? AND WE'RE ALL WANT TO DO DIFFERENT THINGS.
SO REALLY HOW CAN WE SUPPORT THOSE TEACHERS.
UM, SO LOOKING AHEAD, SHE KNEW THAT WE WERE ADDING NEW, I KNOW SHE TALKED ABOUT, UH, THE GOVERNOR'S INITIATIVE TO ADD, UM, YOU KNOW, CTE WAS A FOCUS, IS A FOCUS WILL BE AN ONGOING FOCUS BECAUSE THE, UM, THE JOB READINESS TRAINING, BUT THE NEW AND EXPANDING CTE PROGRAMS, WE WERE ADDING NEW CTE PROGRAMS. AND THEN THE EXISTING ONES THAT WE, UH, CURRENTLY HAD, WE WERE EXPANDING THOSE.
SO THE 2223, UH, SCHOOL YEAR, WE HAD 108 CTE TEACHERS THAT WE WERE SUPPORTING.
FAST FORWARD TO 25, 26, THERE'S 145 NOW.

MORE PROGRAMS IN MIDDLE SCHOOL.SO THAT WILL BE MORE TEACHERS THAT WILL JUST CONTINUE AN INFLUX OF TEACHERS WITH OUR STUDENTS, MORE STUDENTS TO SUPPORT MORE TEACHERS THAT WILL BE NEEDED TO SUPPORT THEM.
AND THEN FINALLY, WE HAD TO HAVE, UM, SHE RECOGNIZED THE NEED FOR AN AFFORDABLE COMPREHENSIVE LICENSURE OPTION.
SO THERE ARE LICENSURE OPTIONS FOR OUR CTE TEACHERS WHEN THEY COME FROM INDUSTRY.
THEY CAN GO TO UNIVERSITY COLLEGE UNIVERSITY AND GO THROUGH AN EPP.
HOWEVER, THOSE ARE TYPICALLY ONLINE.
UM, WE HAVE HAD SOME OF OUR TEACHERS, IT'S, YOU KNOW, HAVE MORE OF A DIFFICULT TIME GOING THROUGH THOSE PROGRAMS AND THEY ARE EXPENSIVE.
SO TA TEACHER NEEDS 18 HOURS TO FULFILL THAT EPP REQUIREMENT.
AND TYPICALLY YOU'RE LOOKING AROUND $350 AN HOUR CREDIT HOUR.
SO OVER $6,000 TO COMPLETE THAT PROGRAM.
UM, WHEN THEY COME IN, I'LL SLOW DOWN IF ANYBODY HAS QUESTIONS.
SO KIND OF BACKPEDALING EVEN FURTHER HERE.
I KNOW THAT WHEN I STARTED, EVEN THOUGH I WENT THROUGH ONE, I WAS LIKE, WELL, I DON'T, I DON'T KNOW WHAT AN EDUCATOR PREP PROGRAM IS.
WELL, LIKE I SAID BEFORE, WE HAD THE TRADITIONAL COLLEGE PATHWAY.
SO OUR STUDENTS WILL GRADUATE HIGH SCHOOL, GO TO COLLEGE TO BE A TEACHER, OR THEY GO INTO THE WORKFORCE.
MAYBE THEY'RE A WELDER, A MECHANIC, AN AIRLINE PILOT.
WE HAVE AN AIRLINE PILOT IN OUR COHORT THIS YEAR, UM, COSMETOLOGIST, WHATEVER THAT TRADE MAY BE.
THEY GO INTO THAT AND THEN THEY DECIDE, HEY, MAYBE I CAN COME IN AND TEACH THIS TRADE.
UM, OR THEY'RE LIKE ME, THEY DID GO TO COLLEGE AND HAVE A DIFFERENT BACKGROUND, MAYBE BUSINESS OR SOMETHING, AND THEY DECIDE THEY WANT TO TEACH.
SO ON THAT ALTERNATE PATHWAY, UM, ALTERNATIVE LICENSURE PATHWAY, THERE'S TWO OPTIONS.
WELL, WILSON COUNTY TEACHERS AND FOUR OTHER DISTRICTS, THEY HAVE TWO OPTIONS.
THEY CAN EITHER GO THE UNIVERSITY EPP ROUTE OR THEY CAN GO WITH THE DISTRICT EPP ROUTE.
AND REALLY THE DIFFERENCE BETWEEN THE TWO UNIVERSITY EPPS ARE GREAT.
THEY'RE THERE TO SUPPORT OUR TEACHERS.
HOWEVER, AS A DISTRICT, IF WE CAN SUPPORT OUR OWN EPP, WE ARE SUPPORTING OUR TEACHERS IN PRACTICE BASED WAYS INSTEAD OF THEORY.
THEY'RE NOT JUST LEARNING THE PEDAGOGY.
WE ARE ACTUALLY WORKING THROUGH THAT WITH THEM, AND WE ARE COACHING THEM AND MENTORING THEM AS THEY IMPLEMENT THOSE STRATEGIES IN THE CLASSROOM.
SO WE CAN SEE IT REAL TIME AND WE CAN SUPPORT AND CORRECT AND, YOU KNOW, ASSIST IN ANY WAY THAT WE CAN, THAT WE CAN.
UM, SO, AND IT'S ALSO DISTRICT SPECIFIC.
A LOT OF OUR INITIATIVES, DISTRICT INITIATIVES, WE'VE HAD, UH, PCI INITIATIVES, WE'VE HAD WRITING INITIATIVES.
SO WE CAN COMMUNICATE THAT AS CLINICAL EDUCATORS IN OUR PROGRAM TO OUR, OUR CANDIDATES SPECIFICALLY.
SO THEY'RE NOT JUST GOING IN FOR GENERAL INFORMATION, THEY'RE GETTING REAL DISTRICT INFORMATION THAT'S USED TO SUPPORT THEM IN THE CLASSROOM.
UM, WILSON COUNTY DISTRICT EPP SPECIFIC, SO LIKE I MENTIONED BEFORE, WE'RE ONE OF ONLY FIVE STATE BOARD APPROVED.
WE WROTE OUR PROPOSAL AND, UM, IT WAS KIND OF THE FRAMEWORK FOR THE, FOR THE, UH, PROGRAM.
AND WITH OUR PROPOSAL, WE PROPOSED OCCUPATIONAL.

SO WE WORK WITH PRINCIPALS TO PAIR THEM WITH, UH, MENTORS THAT ARE IN A SIMILAR AREA.
IT'S REALLY HARD WHEN YOU HAVE COSMETOLOGY AND YOU'RE ONLY COSMETOLOGY TEACHER AT THE SCHOOL.
SO WE PAIRED THEM WITH A-A-C-T-E TEACHER THAT CAN HELP THEM ALONG THE WAY.
BUT, UH, JUST IN TIME COURSEWORK, ONCE A MONTH WE MEET, WE GO OVER, UH, STRATEGIES TO HELP THEM BASED ON THE COACHING THAT WE'VE SEEN IN THEIR CLASS OR MAYBE AREAS THAT THEY'RE ALL STRUGGLING WITH.
THEY REACH OUT TO US AND SAY, CAN WE REVISIT THIS? SO A LOT OF THE, UM, THE STANDARDS, THEY'RE RECURSIVE, SO WE VISIT THEM MULTIPLE TIMES.

UM, AFTER 23 YEARS AND WORKING FOR A PART OF CORPORATE HCA, I'VE BEEN INVOLVED IN A LOT OF CLASSES AND TRAININGS AND CONTINUING EDUCATION.
AND THIS CLASS HAS BEEN INCREDIBLE.
UM, THE SUPPORT HAS BEEN OVER THE TOP.
WE HAVE BEEN, THEY HAVE COME TO VISIT US AND, YOU KNOW, LET US KNOW THAT IF WE NEED ANYTHING THAT WE CAN, WE CAN CALL THEM AND REACH OUT TO THEM WITH ANY QUESTIONS THAT WE HAVE.
THE CURRICULUM ITSELF HAS BEEN EXTREMELY HELPFUL.

AND HONESTLY, I CAN'T THANK LYNN ENOUGH AND, AND THE TEACHERS, MS. CULLEN, UM, WHO'S DONE AN INCREDIBLE JOB WITH THIS PROGRAM, I, I REALLY FEEL LIKE, UM, HAVING THIS, YOU WILL SEE A LOT OF RETENTION WITH NEW TEACHERS, ESPECIALLY OUT OF INDUSTRY JUST BECAUSE OF THE AMOUNT OF SUPPORT THAT WE FEEL AND JUST THE STUFF THAT WE'RE LEARNING.

SO OUR TEACHERS REALLY CAN CREATE THAT RELATIONSHIP IF IT'S IN A CONSISTENT ROLE, IN A CONSISTENT, UM, ENVIRONMENT.
AGAIN, THE CONSISTENCY WILL HELP OUR TEACHERS GROW.

UM, I HAVE TALKED TO A TEACHER AND SHE HAS TOLD ME THAT WITH ALL OF THE TESTING AND REVIEW, KIDS ARE MISSING OUT ON ABOUT SIX WEEKS OF INSTRUCTION TIME BETWEEN PREPARING FOR THE TEST AND ACTUALLY TAKING THE TEST.
UM, DATA FROM THESE TESTS ARE BEING SOMETIMES USED AGAINST THE TEACHER.
UM, AND MANY FEEL LIKE THEY HAVE TO TEACH THE KIDS, UH, TO TAKE THESE TESTS SO THAT THE DATA'S NOT USED AGAINST 'EM.
I WANT MY KIDS TO LEARN HOW TO READ A TEXT AND HAVE AN INTELLIGENT DISCUSSION ABOUT IT OR HOW TO SOLVE A REAL WORLD MATH PROBLEM.

UM, NO SOONER DID OUR KIDS FINISH STATE TESTING.

FOR THE LAST NINE YEARS, MY CHILDREN HAVE BEEN ENROLLED IN THE TENNESSEE IE, A PROGRAM FOR STUDENTS WITH DISABILITIES.
I WAS ON THE IEA ADVISORY COUNCIL FOR SEVEN YEARS AS THE PARENT ADVISOR.
TODAY I'M HERE REPRESENTING ALMOST A THOUSAND CHILDREN OF FAMILIES ACROSS TENNESSEE BECAUSE OF THE TENNESSEE IEA PROGRAM.
THROUGH THE USE OF AN ABLE ACCOUNT, I HAVE TAKEN FOR TUTORS, CURRICULUM, THERAPIES, LESSONS, AND HUNDREDS OF BOOKS THAT MY CHILDREN HAVE READ AND LEARNED FROM.
ALL BECAUSE AN ABLE ACCOUNT GIVES YOU THE FREEDOM TO DECIDE WHAT YOUR INDIVIDUAL CHILD NEEDS TO LEARN.
THERE'S A BILL THAT'S GONNA TAKE AWAY THIS FREEDOM OF EDUCATION FROM MORE SEVERELY DISABLED CHILDREN.
EVEN THE PREMIER SCHOOL FOR DISABILITIES IN TENNESSEE, ILLUMINATE ACADEMY CANNOT BE PAID THROUGH THE IEA WITHOUT ABLE BECAUSE THEY HAVE NOT GONE THROUGH THE RED TAPE OF BECOMING A PRIVATE SCHOOL.
THIS IS THE SAME FOR MANY SCHOOLS THAT ARE CURRENTLY ATTENDED BY OUR IEA CHILDREN.
AND THIS SURPRISE LEAVES THEM ABOUT FOUR WEEKS TO FIND ALTERNATIVE WAVES TO EDUCATE THEIR CHILDREN SUCH AS MINE.
THE TENNESSEE I A PROGRAM ON ITS OWN WITHOUT THE HELP OF ABEL IS RIDDLED WITH RED TAPE.
PRE-APPROVALS AND RULES AND REGULATIONS.
THEY ARE IRONCLAD AND NO GRACE IS GIVEN FOR THOSE CHILDREN WHO NEED OUT OF THE BOX LEARNING CONDITIONS.
HOME LIFE ACADEMY, MY KIDS' SCHOOL CAN'T BE PAID.
MY FIVE TUTORS, ALL ADULT WOMEN CAN NO LONGER BE PAID.
ALL THE CHAPTER BOOK SERIES THAT MY CHILDREN HAVE READ, HUNDREDS AND HUNDREDS OF BOOKS CANNOT BE PURCHASED.
MUSIC, ART LESSONS, PHYSICAL EDUCATION CANNOT BE PAID FOR NOT ONE NOTEBOOK, PIECE OF PAPER.
SCISSOR MARK OR PEN, PENCIL, ART SUPPLY OR ANY OTHER CONSUMABLE YOU WOULD FIND IN A PUBLIC SCHOOL CLASSROOM CAN BE PURCHASED.
NO HOMESCHOOL TUTORIAL PROGRAMS CAN BE PAID.
NOT ONE EDUCATIONAL CAMP, NO WORKSHOPS, NO FIELD TRIPS, LIKE THOSE YOU WOULD HAVE IN PUBLIC SCHOOL.
NO EDUCATIONAL TRIPS TO THE SCIENCE CENTER, NO EQUIPMENT OR TOOLS FOR TEACHING LIFE SKILLS TO OUR MORE SEVERELY DISABLED CHILDREN.
NONE OF THIS CAN BE PURCHASED AND ALL OF IT WOULD BE FOUND IN A PUBLIC SCHOOL SPECIAL EDUCATION CLASSROOM.
IT ALMOST SOUNDS LIKE DISCRIMINATION, DOESN'T IT? BUT IT'S WRAPPED UP IN THE QUOTE UNQUOTE SCHOOL CHOICE, BUT NOT REALLY.
FOR THE MOST DISABLED, THERE ARE NO CHOICES FOR THE MOST DISABLED.
THE IA PROGRAM ALONE WITHOUT THE HELP OF ABLE TENNESSEE IS USELESS FOR OUR MOST VULNERABLE KIDS.

WHAT YOU COULD DO IN THE I A PROGRAM IS THE IEA FUNDS WOULD GO DIRECTLY TO AN ABLE ACCOUNT.
I A WOULD SEND THE VOUCHER CHECK TO AN ABLE ACCOUNT AND WE COULD USE THAT TO BUY MATERIALS, TO BUY MANIPULATIVES, TO PAY ILLUMINATE ACADEMY TO PAY OTHER SCHOOLS.
THE IEA NOW NO LONGER IS GOING TO BE ABLE TO SEND FUNDS TO AN ABLE ACCOUNT.
SO WE'RE GONNA BE LIMITED TO AN IEA DEBIT CARD.
THAT DEBIT CARD, I WAS ON THE BOARD FOR SEVEN YEARS.
I MET WITH THE TENNESSEE DEPARTMENT OF EDUCATION.
I KNOW THEIR CONCERNS, UM, THEIR CONCERNS WITH MISUSE OF FUNDS.
HOWEVER, THE DEBIT CARD CANNOT TEACH CHILDREN LIKE MINE.
IT IS LIMITED TO SPECIFIC CURRICULUMS, SPECIFIC SCHOOLS.
MY CHILDREN, HER BROTHER'S ALSO DISABLED.
THEY CAN'T SIT IN A CLASSROOM FOR EIGHT HOURS, PRIVATE SCHOOL OR NOT.
I CAN'T PAY MY TUTORS, I CAN'T BUY THEIR BOOKS BECAUSE THEY'RE NOT PART OF AN APPROVED CURRICULUM.
SO IT'S TAKEN AWAY THE CHOICE FOR MORE SEVERELY DISABLED KIDS.
THAT THAT BILL DID THAT, DID THAT PASS ON THE LAST DAY AS AN AMENDMENT, IF I REMEMBER THAT ONE CORRECTLY.
IT WAS A PART OF LARGE AMENDMENT SEVEN PAGE.
HOW THIS GOT PAST ALL THE DISABILITY COALITIONS IN TENNESSEE BECAUSE NORMALLY THEY WOULD ALERT FAMILIES LIKE MINE.
AND UNFORTUNATELY SENATOR MARK POY THAT I TALKED TO JUST BEFORE I ARRIVED HERE, HE'S HORRIFIED BECAUSE HE VOTED YES.
AND HE SAID NONE OF THEM REALIZED THAT THIS IS WHAT THIS MEANS FOR OUR MOST DISABLED KIDS.
I WISH OUR LEGISLATORS WOULD SEEK GUIDANCE FROM PEOPLE WHO COULD GIVE THEM THESE ANSWERS BEFORE THEY VOTE.
UM, THIS IS THE FIRST I'VE HEARD OF THIS TOO.
AND I THAT'S THE QUESTION I WAS LOOKING FOR BECAUSE I KNOW HOW ABLE WORKS AND THE FACT THAT, UM, QUALIFIED DISABILITY EXPENSES AND I WAS TRYING TO UNDERSTAND HOW YOU COULDN'T USE IT ANYMORE, BUT I UNDERSTAND IT GOES TO A DEBIT CARD.

SO ESSENTIALLY WILSON COUNTY'S FISCAL HEALTH GOT BETTER, BUT THAT ALSO MEANS THAT THEY EXPECT FOR US TO CONTRIBUTE MORE LOCAL DOLLARS FOR THAT.
SO THAT'S WHY I SAID IT'S A DOUBLE-EDGED SWORD, BUT YOU CAN KIND OF SEE THAT REFLECTED THROUGHOUT THE YEAR WITH OUR SALES TAX BECAUSE OUR SALES TAX IS UP.
SO KIND OF THROW A LITTLE PLUG IN THERE AND PLEASE SHOP WILSON COUNTY.
'CAUSE THAT REALLY DOES KIND OF GET REDISTRIBUTED BACK TO YOUR SCHOOLS AND IT HELPS OUT A LOT.
SO, UM, SO UNFORTUNATELY, LIKE I SAID, OUR, OUR ESTIMATES DID DROP A LITTLE BIT, UM, ON THAT, BUT IT'S NOTHING TO PANIC ABOUT.

UM, OUR ESTIMATED GROWTH FOR PROPERTY TAX LOOKS GOOD FOR NEXT YEAR, AS WELL AS WHAT WE'RE GONNA PROJECT FOR OUR SALES TAX.
'CAUSE IT JUST CONTINUES IN AN UPWARD TREND AND THERE'S, THERE'S, THERE'S NO REASON FOR CONCERN FOR THAT TREND TO PLATEAU AT ANY POINT IN TIME SOON.
